Whom should I tell about my new novel?

I am making a list of people whom I should send a news release about my novel. Some I will send a review copy. I am approaching it like a non-fiction book, that is, I am telling those who might be interested in the subject matter about it.
The subject matter is libertarianism, foreign aid/ambassadorial reform, radical reform of Congress, a national binding referendum, radical reform of the U.S. military and military strategy, radical monetary policy reform, presidential power, small government, radical tax reform.
